"I called and got an appointment for the next morning. He called to say he was running about 5 minutes late. He climbed up on the roof to inspect the chimney stacks and showed me digital photos of the situation while he explained. He identified the problem that was allowing the birds down (no mesh on the cap) and also alerted me to a far more significant ...more problem with a closed off fireplace that was providing venting for the boiler. He was describing what hypothetically could be the problem and I asked if he would mind taking a look at the basement to see. He said sure, and wound up taking some of the piping apart to get a really good look at how much damage there was. (There wasn't a cap on the other chimney at all, and it was a steel liner so the rain was rusting the whole thing out). He was honest about the fact that I could put off dealing with the situation for several years but that it could cause serious problems at that point. He gave detailed recommendations and a quote for the future work immediately. I think he spent two hours at my house. I felt like I got a huge value for $75 and he answered all of my questions and left all the information I might need to make a good decision about what to do about my larger problem in the future in writing. He returned a second time and realized the new damper didn't fit (no charge) and then came back a third time to install the lock-top damper, the chimney cap, and clean the ash dump.
