Hilliard handyman allegedly leaves home powerless

"I recently moved to Ohio and hired Job Enterprises of Hilliard, Ohio, to finish my basement. [Owner James O'Brien] was going to paint and seal the existing basement flooring and one foot of all walls using dry lock sealant; remove and reposition a shower; complete needed changes in the supply and waste lines; remove and replace existing shelving; reposition the dryer; and remove any and all debris from the property.
"Instead, all Jim did was paint the floor, install a dryer vent and hang a couple of doors. Even this work was not completed to my satisfaction. My ceiling was exposed, and the electrical and plumbing jobs weren't completed. As a result, my basement had an electrical fire caused by wires hanging from an electrical box he left exposed around a gas line.
"The breaker that controls the main level of my home was damaged, so I won't have power until all of this is fixed. When I asked for receipts for the materials, Jim used profanity and left my home."
DESIRED RESOLUTION: "I want to be reimbursed $650 for the bathroom deposit, $1,300 for the cost of rewiring the basement, $1,000 in materials not received and $350 in materials Jim just purchased."
