COMPLAINT: Patricia Jough-Haan, Bremerton, Wash.
"I needed a new HVAC system. Puget Sound Energy (PSE) offered rebates on energy saving products, so I hired Economy Sheet Metal & Heating.
"I signed their contract only after I spoke to owner Nick Garcia, who did a walkthrough to clarify if there were any issues regarding the installation. He assured me everything looked perfect. He discussed the promotional $350 PSE rebate, Carrier's $400 rebate and a $1,500 available tax credit. I was confident in an $8,500 bottom line.
"After signing the contract, a rolling stock of electricians showed up. One electrician found something "wrong" and called Nick. A great deal of exchange about "the problem" transpired. He performed duct, electrical and exterior work, also ripping out my old furnace.
"It turned out the entire electrical configuration needed to be changed. He requested an additional $1,200 to continue the work, so I wrote a check. I never saw him again. A second electrician didn't have the correct tools or time.
"Economy never performed a mechanical inspection, even though the City of Bremerton requires one. I filled out my rebate paperwork and sent it to PSE, but they said Economy is not on their list of approved contractors."
DESIRED RESOLUTION: "I would like a refund of $1,200 due to negligence; a refund for the PSE rebate I didn't receive in the amount of $350; a guarantee of a $1,500 refund for my promised tax rebate; and mechanical inspection carried out to the City of Bremerton's standards, all at no charge to me."
